Introduction to the Cyprus Permanent Residency by Investment Program

This is an investment program introduced by the Government of the Republic of Cyprus that allows non-EU investors and their families to obtain long-term residence in Cyprus, with the possibility of applying for naturalization and eventually becoming citizens of the European Union.

Eligible accompanying family members include:

  • Legal spouse
  • Children up to 25 years old, provided they are single and financially dependent on the main applicant

Through this program, investors may obtain permanent residency in Cyprus through real estate investment. The program does not require government donations, management experience, educational qualifications, or language proficiency.

Eligibility Requirements

  • Applicant must be at least 18 years old
  • Clean criminal record
  • Proof of stable annual income from abroad
  • Investment maintained for the duration of residency
  • Valid health insurance

Investment Options

Real estate investment

  • Purchase of new residential real estate in Cyprus with a minimum value of EUR 300,000 + VAT.
  • The property must be maintained for the duration of the permanent residence status.

Business investment

  • Investment of at least EUR 300,000 in a Cyprus-based company.
  • The company must be registered and operating in Cyprus and employ at least five Cypriot or EU citizens.

Investment funds

  • Investment of at least EUR 300,000 in approved Cyprus investment funds, such as AIF, AIFLNP, or Registered AIF regulated by CySEC.

Proof of income

  • The main applicant must demonstrate a minimum annual income of EUR 50,000 from sources outside Cyprus.
  • Additional income requirements:
    • EUR 15,000 for a spouse

    • EUR 10,000 for each dependent child

Basic Investment Process

Consultation & due diligence

Investment completion

The investor completes the qualifying investment, most commonly purchasing new real estate starting from EUR 300,000 + VAT, or investing in approved Cypriot companies or investment funds. The purchase agreement is finalized and the investment payment is completed.

Application preparation

AT Express prepares the full application package for Cyprus Permanent Residency under Regulation 6(2) and submits it to the Cyprus Immigration Department. The application includes proof of foreign income, personal documents, and investment records.

Receive the result

Once approved, the investor and eligible family members receive Cyprus permanent residence cards. Applicants must visit Cyprus to complete biometrics and must visit the country at least once every two years to maintain their residency status.
